It is fine for a particular implementation to be totally centered around
one language, as long as it does not serve to exclude implementations in
other languages.

If a project is looking to become a TLP, then it should go to the incubator.

I'm -0 on these. We need more discussion on what the goals of the commons
project will be before the proper solution to the single/multiple mailing
lists question becomes clear.
