In addition to finding a sponsoring member, you might find that your CMS would be a good fit under the umbrella of an existing project. in that case, you would probably lobby the PMC of that project to have them sponsor your incubation.Cocoon has Lenya (another Cocoon-based CMS) now under incubation as a subproject, maybe there is overlap and hence a chance for collaboration?

Yes, your right. But it is a complete different way how it works.
what is the difference? Is the website being administrated via a Java application
running on the client (installed via jnlp)?

So the only overlap is that both are Content Management Systems. I'm currently writing a mail to the Jakarta, XML and Cocoon projects how to find a sponsoring Apache member. That might be the next step.
