Podlings that are not even yet in Incubation might not know "the Apache
Way" and how to grow communities the way we want (e.g. they might come and
say we are going to use PRs for every release or something, or have weekly
phone calls, which are things that might conflict with "The Apache Way").

What might work better is to have mentors advertising new ideas that has
been working on the podlings that they oversee, and we collect these
advices for future reference. BTW, I have seen Ross starting to do that,
and some ideas are really interesting.
