It depends on the details. Many are not recommended practices. A project is likely to get more flak if it takes such paths rather than more standard paths, e.g., folks declaring that it's absolutely not allowed. Some of these may someday be recommended practices if projects persevere and show how they can be done without violating the spirit of Apache-style software development. The board may ask for more details when a project takes uncommon paths in order to gain comfort that Apache needs are met.
