IMHO, whatever works. The IPMC is not qualified to vote who shoud be a committer, and who shouldn't. So if your initial list is not perfect, well, not a big deal. You can fix it later on, voting in committers once accepted in the incubator. It's easy to vote in committers, so don't try to add everyone in the initial list just because you want to cover all the angles. IMO, the existing list should already be considered as good enough ! You should rather focus on who should be part of the PPMC, becuase it's very likely to become the PMC once promoted.
