The project can choose to have PMC and committers as a group or separate the 
PMC and committers groups. If the first is intended, it should go into the 
proposal.

It looks like your project will need to change its process, as it is up to the 
PMC to discuss and vote on new committers and PMC members. Contributors are not 
selected, and anyone can contribute to an ASF project.

Voting in new committers is by the PMC and generally via 3 +1 votes. I think 
you should use what other projects have done rather than create your own voting 
rules that require a large majority of people to vote.

Some adjustment needs to be made here. All committer conversations must be in 
public. The project private list is for the PMCs only; only security and voting 
in new PMC members and committers are discussed on this list; everything is on 
the development list.

No sorry IMO it is not, all communication needs to move to ASF infrastructure 
and existing lists closed.
