I am personally of the stance that we should by default have something like ACCEPT_LICENSES="osi-approved nonfree" Where the nonfree alias includes all licenses that are now accepted by default (So everything but those licenses that explicitly need to be enabled). I don't think that a * can be provided for those that need explicit confirmation as it would defeat the idea of explicit confirmation.
