No. It works here. Did you just try emerge sync, then do
the
cd /usr/portage
scripts/bootstrap.sh

Yes, I untarred stage 1. now I have tried:
emerge sync
(get message about updating)
emerge -p portage
(list of packages)
emerge portage
runs for a while, then I get this error:

!!! Function econf, Line 273, Exitcode 1
!!! econf failed
Is this a bug in the ebuild?
