I had thought of this too...
And it's pretty workable though.
Instead of ssh-ing into the central machine and then initiating the download -
it would be better to download the file onto your machine. And if the
download is successful, you upload it onto the Univ server.
People could be given out individual upload accounts - or a common distfile
upload account could be publicised in the campus.
This method has the advantage of distributing the load over various machines
(and hey, my univ. has download restrictions - so everyone *will* have to
dload their distfiles, a central server cant do it), but also wont be able to
take advantage of partially dloaded files by different people.
