in $HOME/profile you can change the permission via umask.. Just insert a line in there umask 111 or whatever you want..
Just watch what you do with that account now since that's pretty much allowing the world, or group have access to anything it does. I would suggest leaving the home directory with user privileges only to keep it somewhat secure..
