If partd is on the gentoo LiveCD (and I'm too lazy to check, but I think it is) then simply boot form the LiveCD and run it. I do believe that's how I made room to dual-boot my laptop.

Is there a "ram disk" I can install it to during gentoo install before fdisk and chroot?

Because if I can't, whats the use of a linux utility when there is no linux on the computer?
