We did go through are dependencies during the providence review; mostly 
to check their license and make sure we could distribute. This was one 
of the reasons we pulled the ArcSDE plugin for a year.

Yes it does happen; that was some of the feedback I would get in email 
that motivated me to take part in the OSGeo incubation process. It 
happened three times; and only one of the times did I get a list of the 
problems; usually I just got "we cannot use geotools".
