ossimPlanet and Worldwind are probably both good potential solutions for you.

ossimPlanet is C++ and cross platform and maintains an emphasis on double precision accuracy, photogrammetry, and remote sensing. It is designed to use geoids and elevation trees (DTED or SRTM). It leverages the geospatial processing of the OSSIM library and the 3D visualization of OpenSceneGraph. It also supports OGC WMS and has a plugin for WorldWind server data. One of the more useful capabilities is that you can take an arbitrary geotiff (or any of the formats supported by OSSIM/GDAL) and drop it on the planet. It will be be reprojected on to the globe. It is under very active development and the GUI is not yet as polished as WW.

Can someone explain the comment on Panoramio conflicting with OSSIM?

I didn't know about it! Now I recognise the logo as being the one
that conflicted with Panoramio. Or rather, Panoramio conflicted with
OSSIM.

At the time, I didn't need a virtual world... so I ignored everything
that wasn't what I needed! As you can guess, I spend an awful lot of
time backtracking to things I should know. :)
