Okay, if I interpreted that correctly then 0.32-release is not
currently underway and I have plenty of time to refine and test
the OpenBSD build process and patches.

Yes, 0.32-release (with the GMGPL run-time) is definitely the
target for the {Free,Open}BSD ports. I don't think it makes much
sense (for me) to spend any more time with the 0.31 source.
