I'm not using mingw for the Windows mcode build. (Other than using MSYS to run the testsuite shell scripts against the binary.)

If there are no objections, I'll use:

 0.31-mcode-win32

In the hopes that VERSION-CODE_GENERATOR-PLATFORM is mostly sufficient to distinguish different GHDL flavors built for a given platform.

And looking at the site tonight, that appears to match the naming scheme used for the OSX build.
