Twice. 1) 1 week before. Prior to that, people don't know their schedules. After that, people can't change them. 2) 1 day before. 6AM on the same morning is ideal (complete with invigorating alarm bell). if they forgot dear old LUG, they haven't made dinner plans yet. But some people rush off to Starbucks and then to work without reading their email! So the day before works best. Having the announcement always arrive on the same day relative to the event is also very helpful in establishing expectations. I think the Wiki posting is very readable and clear. I go there if I get the urge to visit a Python meeting, for example, - but ambition quickly fades, and I talk myself out of it.
