Well, commands can move, yes... though I don't remember seeing a Unix
system where rm (and most of the more necessary commands) was not in
/bin (or at least had a symlink that pointed there, in the case of
recent Unix systems that only have a /usr/bin).

However, if you don't know the path, the command can still be only:

$ `which rm` ...
