Yes, that's correct. Your sysadmin installed an up-to-date Debian system
with teTeX 0.9 series, right?

$ dvips silly.dvi -o
would do the trick.
By the way, make sure you don't have extraneous feta*.*pk and feta*tfm lying
around in the wrong place. Debian's LilyPond's scripts will remove old
fonts in /var/spool/texmf each time you upgrade. However, if you have other
feta font files lying around, e.g. in your current directory, that could be
the cause of the trouble.
