The guile that comes  with 6.0 does have guile-config.  It should be
part of guile, yes. So you should start scavenging for a newer guile

Or build the GUILE rpm from source, and use the guile-config that is
generated by that compilation process in
/usr/src/redhat/BUILD/guile-1.3. Building guile is much easier than
building Lilypond, is my guess.
