I disagree with putting it under recommended. I recently installed xserver-xorg-core and added the --install-suggests option to apt-get.
The definition of suggest perfectly describes how the gtk theme relates to GNUstep: This is used to declare that one package may be more useful with one or more others. Using this field tells the packaging system and the user that the listed packages are related to this one and can perhaps enhance its usefulness, but that installing this one without them is perfectly reasonable. At the end of the day, it is up to the packager, but I can say from experience that adding too many dependencies (be it a hard depend or just a recommend) on a package is counter productive.
