If you add it as a suggestion, it will almost certainly NOT be pulled in.
It will appear as a suggestion, but not be picked as a default. That's what
"Recommended" is for.

Putting Gtk.theme in "Recommended" is the best option considering what
desktops people will be using by default.
If you want to give people the choice of what they will use by default, use
'debconf' or 'alternatives' or something like that. Or create a new
meta-theme that detects user's environment and loads another appropriate
theme.
But if a good out-of-the-box experience for new users is what we're aiming
for, then Gtk.theme belongs in "Recommended" section for either
applications, or of gnustep-gui. And it belongs in the defaults as a (heh)
default option. It's still optional, it's still changeable, it's just
installed by default.
