The photo is possibly meant to show children being bussed from outside
the state into Goa (see caption underneath photo). On a guess I would
say Mysore city or thereabouts or some temple town (hence the
elephant) in Andhra. The latter and Karnataka account for a large
proportion of cheap unskilled labor that come in for civil
construction.
