Cuba, Iran, Iraq, North Korea, Syria, and Sudan are a magical group of countries known as the "T-6" or "Country Group E:1". (it used to be "T-7" and included Libya.). Businesses based in the US are not allowed to "export" products that fall under the ENC license exception to such countries. ENC includes "encryption items" (includes source code, technology and "open cryptographic interface") and "encryption commodities" (software and components, network infrastructure encryption products, commercial source code and general purpose toolkits):
