Chris, If I understood correctly, your issue is that you're able to create users via the API and also get them back using the API, but they're not visible in the cPanel?
If so, how long do you wait before checking if the users show up in the cPanel? Please note that if it's something like a couple minutes, that's rather expected behaviour. If you provide us your domain name, we might even give the logs a look to confirm.
