Not Exactly. When I try to create a user via the API the script in the previous correspondence runs without error. However, after a substantial period of time, hours not minutes the user does not appear in the cPanel. It is not created but there is no errors indicating why. The reason I gave the example of the retrieving of the user was to show that all my authentication was correct. The user I was retrieving was one created via the cPanel not via the API. This is an API issue for me. The domain is starmelb.catholic.edu.au. There is currently one user there not in the staff or student organizational groups. The users in the staff group were done via the bulk upload. I have tried to create multiple different users via my script.
