This statement is unequivocally false, as anyone can see by looking at
the many code samples being shared between users on the SmartGWT
forums - lots and lots of users creating sophisticated new widgets
entirely in Java without needing to know any JavaScript.

This is what I meant by a possibly uninformed decision.. most likely
this person ran across a forums thread talking about core framework
enhancements under consideration, caught a mention of JavaScript in
that context, and misconstrued it as applying to any kind of custom
widget.

In reality, you can subclass SmartGWT widgets, override methods, call
superclass methods, compose them, etc, all in Java. You can also
embed normal GWT widgets inside SmartGWT containers (people do this
for Google Maps, certain types of charts, etc).
