Up until now, GWT Designer was independent of GWT and GPE. Now they are integrating and (kind of) uniting.
So I consider it acceptable that one must remove and old and incompatible version of GWT designer before installing the new one, which is now integrated into GPE. HOWEVER 1. I did not have any GWT designer installed (only the GWT SDK, GAE SDK, and GPE), and installation still failed. 2. It's specifically stated (in the changelog of GWT 2.2) that GPE _can_ be used with a standalone GWT designer, too; but obviously, it has to be the right version.
