Hm. I missed the earlier point, but frankly, a pigeon that weighs significantly more than a real pigeon will also fly distinctly differently, and probably needs different build. Checking back, 8.96 lb is about ten times the weight of a common pigeon, and will either need a vastly larger wingspan, or radically different flapping performance.
There are a number of scaling problems with GURPS Vehicles, so it's not surprising that a realistic pigeon is hard to construct.
