The general plan for a city assault during the height of the conflict seemed to be knocking out large weapons emplacements from afar (with missiles or railgun artillery); then using Pigeons to kill every visible person in a [bad guy] city; then cordoning off the blocks with laser sensors and "Wasps", a Pigeon variant to quickly kill anyone trying to leave their cordoned-off area; then sending in the robot spiders to start hunting through the tunnels; then, once everyone's dead, moving on to the next target city. (And yes, after this is done a few times, some settlements do manage to kick out their [bad guys] and surrender peacefully to the [good guys].
