Actually GURPS Vehicles does list the differences:

* A robot brain provides the vehicle with DX and IQ, usually
  with the disad Cannot Learn or Slave Mentality. That means 
  it can handle totally unknown situations on an IQ roll, if
  the GM doesn't adopt house rules, provided that the action
  is not prohibited by Slave Mentality.

  A robot can understand the environment.

* A routine vehicle operation program provides the vehicle 
  with a vehicle operation skill, but excluding deliberate 
  combat maneuvers. Obstacle avoidance is included. 

  A RVO system can react to the environment.

* Autopilots keep a fixed heading. They may compensate for 
  deviations.

  An autopilot is not aware of the environment.

Once upon a time, in VE1st, there was Tactical Vehicle Ops
software, but I guess that the removal was deliberate. The
Robot rules have been greatly expanded since then.
