Chip, the WE shortcut is assigned from the shortcut in the WE group
under programs not the desktop, but in any case Windows shortcut keys
are global and not specific to where you assign them so this shouldn't matter.

I've found it's because you're not left on the desktop, and the combination
hotkey for starting window eyes is a desktop hotkey.
so, I press windows plus m (or windows plus d), either one moves you to the
desktop, and then I press the control-alt-windows key to start window eyes.
