But on Google, browse mode wouldn't automatically load, because focus is on an edit box when the page comes up. So it makes sense that, on Google, browse mode would be off so that you could immediately start typing. Is it possible that's what you're experiencing on other pages? Is it possible that they're loading with focus on an edit box or some other form control?
