Maybe I am thinking of Adobe Audition, but I think both programs load a
bunch of samples when you run them for the first time. Be
certain to wait a while before thinking everything in hung up, and perhaps
look for error dialogs.

Version 10 seems to be pretty much a big bug fix. And of course they
tossed in some new features and plug-ins that used to be optional
purchases in order to call it a new version. So your friend might want
to check on the price for an upgrade. They've been having some
specials recently.
Otherwise, the only thing I can think of is finding the executable in
the program files (X86) folder, opening the context menu, properties,
and playing around with the options under the compatibility tab.

I am running SoundForge 10, on Windows 7 64 Bit.
Windows 8, I know nothing about.
