If you're referring to Windows 8.1 Preview, it is accessible with Window-eyes; but, IE11 crashes on exit. No idea whether this is a compatibility issue with Window-eyes or an IE11 glitch.

There is a Start button of sorts; however, it simply brings up the Start screen similar to using Windows-key-X in Windows 8 so the new Windows 8.1 Start Button would mainly benefit sighted users navigating with a mouse.

There is a Shut-down option under the new Windows 8.1 start button; however, there isn't any advantage to those of us who use screen readers since we can still use the trusty Alt-F4 as usual.
