Actually all the brows mode status messages do is tell you when a page is
loaded.  This is no longer needed because pages don't load in to a buffer.
It used to also tell you when you returned to the previous  location on the
page. It doesn't seem to do this either. I agree that speak status messages
should be removed as they don't seem to do anything at all. I would like to
see an option to read the name of page.  Also for what is read I would like
to see the option to read line the cursor is on.  
I like your tone idea, but I would expand it. page ready notification.
Speak message. Play  sound tone.  Speech message and sound tone. Of. Maybe a
page updated notification  as well? Maybe even the option to speak summery
if you should want to know what has changed on the page? I don't know maybe
that would get to verbose.  Just letting you know the page was updated then
if you wanted to see how it has changed you could press the speak summery
command.

Not sure if it speaks out a message every time part of the page updates.
i know that for the initial load you get info such as the number of 
links and headings and what not.  I was thinking more along the lines 
of a short audio signal, a beep if you like
