Yes this is true.  If you have something set for summery then when that
information is read you know the page is loaded. The problem comes in when
you don't have anything set for summery.  Also if you want to confirm that
you are in fact  on the page you want to be on you have to read the title.
This provides more verbosity then you really want.  Just as having to get
the information from the title bar when switching from tab to tab with the
ctrl number keys provides more verbosity then you really want.  Verses the
key label just being set for tab 2 for example then the brows mode could
report the name of the page moved two and the line the virtual cursor is on.

Not that I'm disagreeing, I was one of those that turned status messages on
because I liked them.
Having said that, when the summary is announced, the page is loaded and
ready for use?
The only thing you don't get is downloading page when hitting the arrow keys
when the page is loading.

I wonder if there are any add-ons for the browsers that can make a sound
when the page is loading.

Sure, no buffer in the new version, but the page still has to load in 
the browser window. the completion of that process could be announced.
