Not WAY too wide, but too wide IMHO.
 
A fix for this they used to do in the early and mid 1800's was to run a  
ribbon thru the facing of the decollatage, having the ends emerge on the 
inside,  
usually in the back where the bodice opened. But it can be in the  front. This 
can be pulled up so the neckline fits snuggly. It usually  doesn't gather up 
but merely eases the neckline in and is not noticeable when  that ease is 
distributed correctly. Don't use elastic for this. You want  something that 
won't 
go anywhere. Use a 1/4" twill tape or something. Remember,  the ends that you 
tie are on the inside of the  bodice.
