Have you looked at www.va.gov/vdl under Financial Infrastructure, Integrated Billing where there is an EDI users manual, etc.?

I didn't consider using Fileman, but that isn't such a bad idea. Fileman is pretty Vista 'friendly', and doesn't require 'programming' per se.
