A lot of mainboards will not post if the fan is incorrectly plugged or 
wired.  There is usually a sensor on the CPU fan connector that detects 
whether a fan is plugged in and spinning, not all fan connectors have 
this ability. 

Its also worth checking the fan power consumption !  The newer fans seem 
to need more current.  It shouldn't be an issue but I've had one 
mainboard that didn't like the fan power consumption.  Putting the old 
fan on the CPU connector allowed that one to boot properly.

As far as cleaning the old heatsink is concerned, I find that hot water 
and a good detergent, leave to soak for a while, usually does the job.
