I connected the old case and CPU fan and ran the new CPU fan off a power connector. No change.
As far as cleaning the old heatsink is concerned, I find that hot water and a good detergent, leave to soak for a while, usually does the job.
I'm sure that would work, but as it's fairly cheap to replace the heatsink, and that gets me a new fan too (since the old one is gunked up), I don't think I'm going to clean it.
