Maybe I was not clear, the virus disabled the keyboard and mouse. Can't
type anything, can't move the cursor. Can't click on anything, can't run
any programs. Windows partially loads then goes to the virus screen.
Ctrl-Alt-Del doesn't work. Nada.
So he popped in a USB stick and rebooted the computer and voila, it allowed
the keyboard and mouse to work. He said the stick had a program that
"froze" the virus temporarily, allowing us to use the peripherals. He may
have been BSing me, I don't know, but it was a cool trick. And if there is
a program that actually temporarily freezes or disables a virus, allowing
you to load Windows and use system restore or run Malwarebytes, that would
be good to know about.
Any ideas?

You could remove the virus, or prevent it from loading, but that wouldn't
freeze it.
