Because Fitts's law hasn't been repealed yet?

With a mouse cursor, targets at the edges & corners of the screen are easier
to hit.

With touch-based interfaces, this no longer applies. Then again, with
Apple's touch interfaces, there are no menus in the first place, so the
whole line of thinking is moot.
