The issue here is not XML parsing. The issue is finding the XML files that are 
loaded from classpath and jar files.

BTW instead of HDFS-3916, providing some of the feedback that motivated that 
jira as comments on this jira would have been better. That way a person working 
on a jira understands what is required of the work they are doing. Also a work 
gets in with some level of completeness.
