Of course, it does have its own visual style and there is nothing wrong with that. In addition, with the introduction of Windows XP, there is no 'standard' visual style as that can be changed and customised with the right software.
Can you justify "steam is a windows application and it should look like a windows application.", as I am declined to disagree - Microsoft has enough of a Monopoly as it is and having to conform to their look is extreme and unjust. It appears to be that Steam is skinable therefore, if you want a Windows Classic style Steam, you can find one of make one.
