They can enforce it if they wanted to. Whats going to stop them? They can pretty much do what they want to do, people will either take it or leave it.
With the match making system and the openbrowser, there are going to be two divides. The vanilla l4d and the custom l4d. Custom maps are already being created and played on regular servers. What is valve trying to do with a matchmaking system. The only other game that I can think of recently that does the same thing is combat arms. But the servers are hosted by the games creator nexxon, not the community. And it looks like its working for them.
