There are several situations where "no steam logon" can happen (that I know of).
If it happens to one player only, this usually means he needs to log out of steam and log back in to renew his ticket. Steam > settings (account) > login as a different user then log back into your account to renew your ticket. This will happen every few weeks, sometimes earlier when there is a update. If it happens to a number of players on several servers this means the clients are having problems talking to Steam and may indicate one of the Steam servers need to be kicked (gently). This can also happen if Valve is working on Steam or updating things.
