They talk about this directly in their blog post.  They are trying to find a
way to delist servers that does not use information from the servers
themselves.  Any information sent to the master server or to a status
request can be faked.  If all they were to do was strict up on listing
servers that reply wrong, the fake servers scripts would just make
themselves harder to detect.  By using player data, which comes from many
sources, and in large enough sample sizes can be trusted, rather than any
data retrieved from the server (which can all be faked) they have
effectively circumvented this issue.
I imagine that the algorithm is still being tweaked or data being collected,
and we won't be seeing the delistings for some time.
