It's much larger issue to switch with large network with so many customers into ipv6 than small operator with small customer base. You can't just make the switch and see what goes broken and then try to fix it. There's no space for errors or mistakes at that level. Granted, movement is slow but usually when you get used to something that works, you just use it untill you can't do that anymore or you find something that works better.

change until there are no applications for IPv6...

IPV6 is so fucking important and all the software developers seem to ignore that. It 
would be a huge step if some of be "big players" like VALVe would start 
supporting IPv6.
