That isn't accurate anyhow. AMD CPUs can run at 1000 just fine. On Linux, it takes having hires timers, which every modern kernel supports; on Windows, it requires Win2k8+ and having HPET enabled.

Also important to note is that sys_ticrate must actually be set higher than 1000 in order to obtain a realized FPS of 1000. You could use 0 or 10000, for instance.
