You are assuming that the /64 is at the provider.   In that case I agree that 
it could not work, for the very reason you have given.   In the situation you 
are describing, the provider has not delegated you a /64; they have merely 
connected you to their /64.   This is a badly broken configuration: why would 
anyone do this, particularly for cellular data?
